RUSSIA’s latest claim of reducing military activity in two key cities of Ukraine as Moscow and Kyiv begin to engage in peace talks has stirred scepticism, however, US intelligence has claimed that rather than beginning a withdrawal, President Putin has arranged troops to “reposition”.
