“A reprieve from conscription for fixed-term military service, service in the reserve for further education is granted to citizens who, on the day of entry into force of article 1 of this law, are studying in full-time educational institutions abroad and entered those educational institutions before the age of 18,” the document states.
Thus, candidates entering higher education institutions abroad after the entry into force of this legal norm will be considered to have lost the right to defer conscription. This also applies to students entering Russian universities.
However, as specified in the document, the deferment is granted to students who are studying abroad under the guidance of Belarusian state bodies within the framework of the implementation of state programs.
In addition, now those who have issued leave for permanent residence outside the Republic of Belarus can be removed from military registration. The period required for enlistment in the reserve also changed if a person did not serve on conscription, but served in law enforcement. Previously, instead of serving in the army, it was possible to work for two years in a certified position, for example in the Ministry of Emergencies, in the United Kingdom or the Ministry of the Interior. The duration is now extended to five years. The exception only applies to graduates of police universities and the Ministry of Emergencies.
